Building JalSetu: AI & Serverless Water Resilience Grid on AWS for Climate-Stressed Cities

How we architected JalSetu using AWS Amplify, Amazon Bedrock, Location Service, and Step Functions to bring equitable, transparent water tanker dispatch to Delhi during peak heatwaves and severe outages.

Building JalSetu: AI & Serverless Water Resilience Grid on AWS for Climate-Stressed Cities

Every summer, North India experiences intense heatwaves with temperatures soaring past 45°C. In megacities like Delhi, extreme temperatures collide with a severe municipal water crisis. When piped water infrastructure runs dry, millions of citizens rely on emergency water tanker deliveries from local distribution centers (Jal Kendras).
However, the current distribution model suffers from three critical bottlenecks:
  1. Opaque prioritization: Tankers are often routed based on ad-hoc phone calls rather than verifiable vulnerability data.
  1. Inefficient routing: Heavy distribution trucks navigate congested urban lanes without route optimization or real-time geofence tracking.
  1. Lack of accountability: Citizens have no visibility into dispatch status, resulting in panic, duplicated requests, and long wait times under the scorching sun.
To solve this, we built JalSetu (जल-सेतु) — an end-to-end, serverless water resilience and intelligent tanker dispatch platform powered by AWS.

🌐 What is JalSetu?

JalSetu bridges the gap between vulnerable residents and emergency municipal resources. It enables verified citizens to report local water outages and household vulnerabilities, calculates an open, reproducible priority score based on climate and demographic data, and equips dispatchers with real-time route optimization and AI-powered copilot assistance.

🏗️ Cloud Architecture: Deep-Dive

We engineered JalSetu following the AWS Well-Architected Framework, prioritizing serverless scalability, event-driven decoupling, and end-to-end security.
